Abstract

Purpose

Fire smoke detection in petrochemical plant can prevent fire and ensure production safety and life safety. The purpose of this paper is to solve the problem of missed detection and false detection in flame smoke detection under complex factory background.

Design/methodology/approach

This paper presents a flame smoke detection algorithm based on YOLOv5. The target regression loss function (CIoU) is used to improve the missed detection and false detection in target detection and improve the model detection performance. The improved activation function avoids gradient disappearance to maintain high real-time performance of the algorithm. Data enhancement technology is used to enhance the ability of the network to extract features and improve the accuracy of the model for small target detection.

Findings

Based on the actual situation of flame smoke, the loss function and activation function of YOLOv5 model are improved. Based on the improved YOLOv5 model, a flame smoke detection algorithm with generalization performance is established. The improved model is compared with SSD and YOLOv4-tiny. The accuracy of the improved YOLOv5 model can reach 99.5%, which achieves a more accurate detection effect on flame smoke. The improved network model is superior to the existing methods in running time and accuracy.

Originality/value

Aiming at the actual particularity of flame smoke detection, an improved flame smoke detection network model based on YOLOv5 is established. The purpose of optimizing the model is achieved by improving the loss function, and the activation function with stronger nonlinear ability is combined to avoid over-fitting of the network. This method is helpful to improve the problems of missed detection and false detection in flame smoke detection and can be further extended to pedestrian target detection and vehicle running recognition.

Abstract

Purpose

The division of labor of e-commerce transaction system is an important research topic. However, there is a certain disparity between the current mainstream research model and the reality, which leads to a biased result. This paper aims to find the effects of transaction efficiency on the evolution of e-commerce transaction system’s division of labor and the relationships between the results and other parameters.

Design/methodology/approach

This paper puts forward a definition of transaction efficiency based on transaction services and establishes a model of middleman’s specialized production decision of transaction services on this basis.

Findings

The research results show that the transaction efficiency plays an important role on the change of middlemen’s division of labor level. The degree of economic specialization, price of commodities and transaction services and other associated factors also affect middlemen’s division of labor.

Originality/value

This paper is of great significance for evaluating the development level and forecast the development direction of e-commerce.

Abstract

Purpose

The purpose of this study is to analyse the challenges in devising a suitable formulation to determine whether a person had reasonable grounds to believe that property dealt with represented the proceeds of an indictable crime in the context of money laundering offences. The paper also examines the Hong Kong Court of Final Appeal’s recent formulation in HKSAR v. Yeung Ka Sing, Carson (decided July 2016) and evaluates international standards.

Design/methodology/approach

The methodology adopted is partly a technical analysis of the various interpretations of “having reasonable grounds to believe” alongside a comparative approach drawing on international standards of the mens rea threshold and the position in the UK.

Findings

The findings are that the Court of Final Appeal’s formulation of “having reasonable grounds to believe” is the best possible outcome given the confines of the statutory provisions. The study confirms that the threshold set by the Court of Final appeal surpasses international standards; however, it argues that current international standards are in need of review.

Originality/value

This paper offers insight into the latest mens rea threshold of “having reasonable grounds to believe” in the context of Hong Kong’s anti-money laundering laws and compares international standards of the mens rea threshold. The discussion is of value to a wide audience both in Hong Kong and globally. It aims to provide guidelines to legal practitioners, law enforcement personnel, persons in the private and public sectors, academics and members of the public. This paper also seeks to provoke discussion as to whether international standards on the mens rea threshold should be reviewed with a view to strengthening international cooperation on the prevention of money laundering.

Abstract

Purpose

The purpose of this paper is to conduct performance evaluation of eight main scientific data sharing platforms in China and find existing problems, thus providing reference for maximizing the value of scientific data and enhancing scientific research efficiency.

Design/methodology/approach

First, the authors built an evaluation indicator system for the performance of scientific data sharing platforms. Next, the analytic hierarchy process was employed to set indicator weights. Then, the authors use experts grading method to give scored for each indicator and calculated the scoring results of the scientific data sharing platform performance evaluation. Finally, an analysis of the results was conducted.

Findings

The performance evaluation of eight platforms is arranged by descending order by the value of F: the Data Sharing Infrastructure of Earth System Science (76.962), the Basic Science Data Sharing Center (76.595), the National Scientific Data Sharing Platform for Population and Health (71.577), the China Earthquake Data Center (66.296), the China Meteorological Data Sharing Service System (65.159), the National Agricultural Scientific Data Sharing Center (55.068), the Chinese Forestry Science Data Center (56.894) and the National Scientific Data Sharing & Service Network on Material Environmental Corrosion (Aging) (52.528). And some existing shortcomings such as the relevant policies and regulation, standards of data description and organization, data availability and the services should be improved.

Originality/value

This paper is mainly discussing about the performance evaluation system covering operation management, data resource, platform function, service efficiency and influence of eight scientific data sharing centers and made comparative analysis. It reflected the reality development of scientific data sharing in China.

Abstract

Purpose

The main purpose of this paper is to conduct an in-depth theoretical review and analysis for the fields of knowledge management (KM) and investigate the future research trend about KM.

Design/methodology/approach

At first, few theoretical basis about KM which include definitions and stages about KM have been summarized and analyzed. Then a comprehensive review about the major approaches for designing the KM system from different perspectives including knowledge representation and organization, knowledge sharing and performance measure for KM has been conducted.

Findings

The contributions of this paper will be useful for both academics and practitioners for the study of KM.

Originality/value

For this research, the focus is on conducting an in-depth theoretical review and analysis of KM.

Abstract

Purpose

The purpose of this study is to discuss the latest developments of anti-money laundering (AML) laws in terms of case law and intended legislation amendments.

Design/methodology/approach

In terms of AML case law, the authors analyze three judgments from the Hong Kong Court of Final Appeal. In terms of the intended legislation amendments, the authors outline salient points from the two amendment bills submitted to the Legislative Council of Hong Kong.

Findings

With the developments in AML case law and the intended legislation amendments, Hong Kong is expected to have a positive result in the Financial Action Task Force Mutual Evaluation in October/November 2018.

Originality/value

A robust AML/counter-terrorist financing regime is the bedrock of Hong Kong’s reputable status as an international financial center. This paper seeks to illicit meaningful interactions amongst all stakeholders.

Abstract

Purpose

This paper aims at illustrating how the local and the decentralized temple management bodies were made governable and governed through law.

Design/methodology/approach

This paper examines the implementation of Chinese Temples Ordinances (the Ordinance) and the activities of the Chinese Temples Committee (the Committee) in Hong Kong during colonial times by analyzing official archival records from 1920s to 1970s.

Findings

This paper delineates how the local and decentralized temple management bodies were made governable under the Ordinance. The Ordinance and the Committee translated Chinese temples into financial resources for Chinese charity activities managed by the elite merchant class. Chinese temples were also sometimes translated as obstacles for land development. Though there existed different representations of Chinese temples in practices, the Committee and related officials provided legal reasons under the same legal framework suggested by the Ordinance.

Originality/value

This paper suggests that folk religion as a research topic is not only relevant to studies of religious doctrine, belief and ritual performances. A study of the history of temple management bodies is also highly relevant to the study of colonial governance in Hong Kong. It adds value to the discussion on the trajectory of the development of local communities.
